New draft policy proposes updated skilling norms, key incentives, and reforms to certify 50% of the workforce by 2035.

The Ministry of Skills Development and Entrepreneurship (MSDE) suggests modifying the definition of skilling to conform to global norms and offering monetary and non-monetary rewards to all parties involved in undertaking extensive, outcome-oriented skilling that prioritizes improved employability and quality.

The draft National Policy for Skill Development and Entrepreneurship, 2025, has been prepared by the Ministry of MSDE, 10 years after the introduction of the first policy in 2015, and these suggestions form part of it.

The Department of Skill Development and Entrepreneurship is in the process of reviewing and updating the National Policy of Skill Development and Entrepreneurship 2015. Report asserts that the appalling pace of technological growth, emerging market needs, changing global situation, and the changing nature of entrepreneurship and skill development have necessitated this.

The ministry has until June 30 to solicit feedback from the public and subject matter experts on the draft policy, which will serve as the framework for the ensuing ten years. The updated policy will then be announced. In the draft policy, the ministry stated that considering the definition of skilling is a crucial first step.

The ministry used the UNESCO definition of skilling, which emphasizes technical, transversal, and behavioral skills. It claimed that these components support lifelong learning, which allows people to constantly pick up new abilities to stay relevant in a changing world. As important incentives for skilling institutions, businesses, and learners to promote scale and enhance the quality of skilling, the draft policy suggests the following: Skill Mudra, Impact Bond 2.0, Corporate Patronage Program, and Grassroots Engagement Program.
