China is starting a five-year skill upgrade drive with the goal of developing the vital technology required to resist containment measures spearheaded by the US. The drive is focused on science education and expertise.

The Central Committee of the Communist Party of China declared on Thursday that the nation has until 2029 to create a “quality workforce” that would support an innovative economy and nation.

Following a four-day plenum — a meeting of the Central Committee's more than 350 full and alternative members — the promise was included in an official communiqué.
