One of the biggest rounds of security assistance for Ukraine that the White House has ever announced included billions of dollars in funding, an additional air defense system, and increased training for F-16 fighter jets, which only began arriving in the nation late this summer.
Partially out of need, the package will empty the administration's coffers of leftover help to Kyiv.
The remaining $5.5 billion in authorization to transfer US stocks to Ukraine was otherwise scheduled to expire at the end of the fiscal year. Furthermore, without committing to a course of action, Donald Trump, who could yet win the presidency in November, has stated that ending the war is his goal.
Following his speech to the UN this week, Ukrainian President Volodymyr Zelenskyy is scheduled to visit the White House on Thursday. President of the United States Joe Biden promised to organize a "leader-level" gathering of nations that meet monthly to coordinate help for Kyiv in October.
The Biden administration will be able to maintain its support, which Congress did not extend in a short-term funding bill passed last week, by clearing the remaining $5.5 billion. However, the authority locks Ukraine into its present arms diet and only applies to weaponry given in prior rounds of help.
In other words, the Joint Standoff Weapon is an air-to-ground missile that the White House also announced it would be delivering.
Through the Ukraine Security Assistance Initiative, a second tool to give Ukraine longer-term security aid, an additional $2.4 billion in long-term aid will be provided. According to the White House, the package will include air defense, ammunition, industrial support, and aerial drones.
Since Russian bombs have been attacking Ukrainian cities during the war, this last category has long been a reward for Ukraine. A reconditioned Patriot battery, the most sophisticated air defense system in the United States and one Zelenskyy has requested in greater quantities, will also be included in the aid package.
The Pentagon has been instructed by the White House to increase the amount of training Ukrainian pilots receive to operate F-16 combat jets. Since acquiring its first batch of these fourth-generation fighters during the summer, the Ukrainian air force has begun to use them, adopting a methodical strategy known by American defense experts as "crawl, walk, run."
Ukrainian officials have contended that there should be more pilots in the West's training pipeline, which is divided between America and Europe, because it is too small. Nevertheless, a late-August incident in Ukraine resulted in the loss of one of the jets, which is currently being investigated. Not long after, Zelenskyy fired the commander of Ukraine's air force.
