Business Fortune: Vietnam Sets National STI Standards

The Prime Minister of Vietnam has issued set of criteria to evaluate the science, technology, and digital transformation, including state management agencies and specific authorities in the country.

The Prime Minister of Vietnam Phạm Minh Chính has issued a decision, launching a set of criteria to evaluate the effectiveness of science, technology, innovation, and digital transformation in socio-economic expansion, which will be included in state management agencies and sector-specific authorities involved in these areas in the country.

The set of criteria contains 46 indicators divided into four main sectors, serving on the basis of assessing the effectiveness of science, technology, innovation, and digital transformation in socio-economic growth at the national level.

The criteria aim to evaluate issues related to human resources and investment in science, innovation, technology, and digital transformation; outcomes of revision, technology transfer, and application; commercial, social, and environmental impacts; controls on governance and public services; and include an overall impact assessment.

According to Minister of Science and Technology, Nguyen Manh Hung, agriculture has supported Vietnam's escape from poverty, while industry has propelled the nation to middle-income status. To achieve the aim of becoming an advanced nation with a high income, the country must now rely on science and technology. No nation has ever overcome the middle-income trap without shifting to a growth model based on science and technology.

The Ministry of Science and Technology will collaborate with other ministries, government bodies, ministerial-level agencies, and regional and municipal People’s Committees in collecting information and data to analyze and assess the efficiency of science, innovation, technology, and digital transformation in social and economic growth. Significant reports will be submitted to the PM per annum or on an ad hoc basis as required.

Based on their commitment, function, and assignments under this strategy, ministries, ministerial-level agencies, government bodies, and provincial and municipal People’s Committees will submit the outcomes to the Ministry of Science and Technology annually.
