JSW Steel has started building a massive steel complex, marking a historic ₹1 trillion investment which is expected to transform India into a global steel hub.

JSW Steel commences construction of its massive integrated steel plant in Odisha’s Jagatsinghpur district, in a major move to develop India’s construction and industrial sector. The project is being described as one of the biggest industrial investments ever made in India’s steel industry.

The mega project named Paradeep Integrated Steel Plant will be developed with an investment exceeding ₹1 trillion and is expected to transform Odisha into one of the country’s largest steel manufacturing hubs.

A project two decades in the making

Interestingly, the land where JSW is building the plant was once allotted to South Korean steel giant POSCO in 2005. POSCO had proposed 12 million tons per annum (MTPA) steel plant worth nearly $12 billion. However, the project never moved forward because of land acquisition disputes, environmental concerns, and local resistance. Now, after nearly 20 years, construction activity has finally begun at the site.

Odisha Chief Minister Mohan Charan Majhi called the development a historic milestone for the state’s industrial growth. He said the project is expected to start steel production by 2028 or 2029.

Will it be one of the world’s largest steel complexes

JSW Group Chairman Sajjan Jindal said the first phase of the project will create a steel production capacity of 13.2 MTPA. Over time, the capacity is expected to expand to nearly 25 MTPA, making it one of the largest steel complexes globally. The company also confirmed that the Paradeep Integrated Steel Plant will be developed in phases across nearly 2,950 acres.

Why Odisha Is Becoming India’s Steel Capital

As India aims to achieve 300 MTPA steel production capacity by 2030, Odisha is emerging as a key contributor to that goal. According to Sajjan Jindal, Odisha could eventually contribute nearly half of India’s steel output. JSW alone plans to build steel facilities with a combined capacity of around 50 MTPA across four locations in the state.

Apart from the Paradip project, JSW is also planning major steel plants in Keonjhar, Dhenkanal, and Sambalpur districts through partnerships with POSCO and Japan’s JFE Steel Corporation.

Can this project transform the local economy

The Odisha government believes the project will generate significant employment and business opportunities for local communities. Officials said the state has already approved 433 industrial projects worth ₹8.5 lakh crore, which could create more than 5 lakh jobs.
