PACC Mental Health Services was founded with a clear purpose: to address the growing need for coordinated, evidence-based mental healthcare that prioritizes accurate assessment, individualized treatment, and long-term outcomes. Recognizing that many individuals and families were navigating fragmented services and short-term solutions, PACC created a comprehensive outpatient model where children, adults, and families could access a wide range of mental health and developmental services under a doctorate-level clinical model.

Today, PACC operates as a comprehensive, one-stop mental health and autism care center offering psychotherapy, psychological and educational assessments, Applied Behavior Analysis (ABA), and specialized support for veterans. Every PACC provider is a doctorate-level clinician, ensuring patients receive care guided by advanced clinical expertise and evidence-based practices. At the heart of its approach is a commitment to maintaining clinical quality over volume, ensuring that every patient receives care tailored to their unique emotional, behavioral, and developmental needs.

In a landscape where access barriers, disconnected services, and complex mental health challenges remain significant concerns, PACC addresses these issues through an integrated care model guided by doctorate-level clinicians. By combining assessment, treatment planning, behavioral support, and individualized care within one coordinated system, the organization helps create continuity throughout the patient journey. The organization serves patients referred through major hospitals, Medicare, most private insurance plans, and VA Medical Centers, helping individuals and families access specialized outpatient mental healthcare through trusted healthcare networks.

PACC is a trusted outpatient mental health center for the VA, providing specialized care for veterans and their families. Through evidence-based treatment and compassionate support, PACC helps individuals manage mental health challenges while working toward improved daily functioning and overall well-being.

Business Fortune spoke exclusively with Arevik Amy Karamyan, Founder, President and CEO of PACC Mental Health Services, about how the organization is advancing comprehensive, evidence-based mental healthcare through its doctorate-level clinical model. From integrated assessments and therapy to behavioral support and accessible care solutions, PACC is improving outcomes for individuals and families.

Interview Highlights

PACC offers a broad spectrum of services, including psychotherapy, psychological assessments, and Applied Behavior Analysis (ABA). How does this integrated care model improve patient outcomes compared to traditional care models?

Our integrated model treats the whole person rather than focusing on a single symptom. Psychological and educational assessments help clarify diagnoses and establish a strong clinical foundation. Psychotherapy then addresses emotional symptoms, relationships, and coping strategies, while ABA helps build communication, social, academic, self-help, and adaptive functioning skills for individuals with autism and related developmental needs.

These services are coordinated through individualized treatment plans rather than operating as disconnected programs. Every PACC provider is a doctorate-level clinician, allowing patients to receive care supported by advanced clinical expertise and evidence-based approaches. This integrated approach improves consistency across home, school, and community settings, helps clinicians identify changes earlier, and supports greater long-term stability. Instead of navigating several unrelated organizations, patients receive a coordinated and clinically consistent path to care.

In addition to its current ABA services, PACC is expanding in-center ABA programs led by doctorate-level BCBAs, further strengthening its ability to provide specialized behavioral care.

Innovation is reshaping behavioral healthcare. How is PACC leveraging advancements such as telehealth, data-driven treatment planning, and new therapeutic methodologies to expand access while maintaining a high standard of personalized care?

For PACC, innovation must expand access without weakening the therapeutic relationship or compromising clinical accountability. Our focus remains on providing personalized care through a patient-centered approach.

All PACC staff members are U.S.-based. AI is never used to contact patients, and scheduling, appointment coordination, and other patient communications are handled by our live headquarters-based team. This ensures that patients and families receive direct support from real team members throughout their care experience.

Our clinicians continue to use evidence-based approaches, including cognitive behavioral therapy, dialectical behavior therapy, trauma-focused treatment, family-focused interventions, and ABA. Every treatment decision remains guided by doctorate-level clinicians and individualized patient needs.

Mental healthcare often requires collaboration among different organizations. How does PACC partner with healthcare providers, schools, employers, and community organizations to improve patient care and strengthen mental health support?

Mental health outcomes improve when care does not stop at the clinic door. PACC collaborates with psychiatrists and other medication providers when patients require services beyond our scope, while continuing to provide psychotherapy and behavioral support. We coordinate with schools and families so that assessment findings and treatment goals translate into practical support within everyday environments.

PACC serves patients referred through major hospitals, Medicare, most private insurance plans, and VA Medical Centers. We also work with insurance carriers, referral partners, community organizations and public programs to make specialized services more accessible.

PACC is a trusted outpatient mental health center for the VA, with specialized care for veterans and their families. Clear roles, appropriate information sharing and regular coordination help reduce gaps in care and provide patients with a more consistent experience across healthcare systems.

As one of the Top 10 Mental Health Providers, which milestones best highlight PACC’s growth and its lasting impact on patients, families, and the broader mental health sector?

Several milestones reflect both PACC’s growth and its commitment to purpose-driven care. Healthcare Business Review named PACC one of the Top 10 Mental Health Services Companies of 2022, recognizing its end-to-end, personalized approach to mental health services. In 2026, PACC received a Global Recognition Award for establishing what the awarding organization identified as the nation’s only doctorate-level outpatient mental health center with doctorate-level clinicians. Today, PACC provides comprehensive outpatient mental healthcare through a doctorate-level clinical model serving children, adults, families, veterans and individuals with autism and other mental health needs. The organization’s service offerings include psychotherapy, assessments, ABA and specialized outpatient mental health services. In addition to its current ABA services, PACC continues expanding in-center ABA programs led by doctorate-level BCBAs.

What distinguishes PACC from other behavioral health providers in an increasingly competitive industry?

PACC is distinguished by its doctorate-level structure, comprehensive range of services and commitment to achieving long-term, individualized outcomes. Every PACC provider is a doctorate-level clinician, providing patients with care guided by advanced clinical expertise. Diagnostic evaluations, treatment planning and clinical care are designed around each patient’s unique emotional, behavioral and developmental needs. PACC combines evidence-based treatment approaches with compassionate, patient-centered care to address a broad range of mental health and autism-related needs. We do not define success by the number of visits completed. Instead, success is measured by improved functioning, stronger relationships, better emotional regulation, and the development of skills that remain valuable in everyday life. Our clinicians and administrative team work toward one shared standard: ensuring that patients feel heard, receive appropriate care, and have a clear path forward.

Looking ahead to 2026 and beyond, how do you envision the company contributing to a stronger, more accessible mental healthcare ecosystem?

Looking beyond 2026, PACC plans to expand access through responsible telehealth services and additional in-person locations nationwide while preserving its doctorate-level care model, ethical practices and personalized treatment planning. We will continue strengthening services for veterans, families affected by autism, individuals with serious mental health conditions and communities facing financial or geographic barriers to specialty care.

Our goal is sustainable growth that demonstrates an accessible healthcare system does not have to become impersonal. Expansion should extend excellent care, not dilute it.

We also aim to deepen collaboration with healthcare providers, schools, employers and community organizations so individuals can access care earlier and transition between services with fewer disruptions. As the organization grows, we will continue evaluating new programs based on clinical needs rather than trends alone. Access, diagnostic clarity, continuity and measurable improvement will remain the guiding standards behind every decision.

By sharing the lessons of our coordinated model and demonstrating that advanced clinical care can coexist with compassion, PACC hopes to influence how outpatient systems are designed well beyond the communities we directly serve.
