On Thursday afternoon, Indian Prime Minister Narendra Modi presided over a meeting of the Cabinet Committee on Security, which is also composed of the ministers of defense and home affairs, Amit Shah and Rajnath Singh.

The Indian Union Territories of Jammu and Kashmir were seeing an increase in terrorist assaults at the time of the summit. Two troops were injured in an incident in the Doda district of J&K in the hours before the meeting. Security forces there have been fighting a protracted effort to root out terrorists who have been accused of killing four Army troops this week.

Mr. Modi presided over a review meeting last month to evaluate J&K's security state.

He was given an assessment of the security-related circumstances, particularly the military forces' counterterrorism operations, during his conversations with Mr. Shah, Lt. Governor Manoj Sinha, and India's National Security Advisor, Ajit Doval. The PM, according to sources, ordered the full deployment of the armed forces' counterterrorism capabilities.

After 32 months of escalating terror activity in the area that resulted in the deaths of 48 Army troops, including officers, J&K Police have initiated a massive operation against the terrorists.

Numerous people suspected of helping terrorists have been arrested, according to police sources, and a sizable contingent of army and paramilitary personnel are conducting search operations in response to intelligence reports. Beginning late Monday, four Army members—including an officer—were killed in fighting in Doda.

That was the second such incident in Jammu in a week; in Kathua, five soldiers were slain in a well-planned terror attack on military transport trucks that featured the use of armor-piercing bullets. Nine civilians were killed and six servicemen were injured last month. The latter passed away during a terrorist attack on a Reasi bus carrying pilgrims. 33 additional people were injured when the bus plummeted into a ravine.
